Young children benefit from participation in quality
early learning programs. The United Way of Southeastern
Pennsylvania’s public policy agenda on early
childhood includes:
Increasing Pennsylvania’s commitment to
the subsidized child care program as shown through
increased resources for the program, simplified
enrollment and eligibility rules, and improved approaches
to rate setting.
Increasing Pennsylvania’s commitment to
improved school readiness for young children through
continued development of the Stars Quality Program
and related DPW child care initiatives that focus
on the key elements of quality.
Increasing Pennsylvania’s commitment to
improved school readiness through establishment
of a pre-school program, as well as the necessary
infrastructure to assure high quality in early education
and care programs.

Pre-K Today is a statewide non-partisan campaign
launched by a broad-based coalition from around
the Commonwealth, including UWSEPA and many
other United Ways, committed to efforts to
advance dedicated state financing for voluntary
high-quality pre-kindergarten programs designed
to assure that Pennsylvania's children enter
school ready to learn and prepared to succeed.
