Guide to Meeting Basic Utility Needs
in Southeastern Pennsylvania
(Including Philadelphia, Montgomery, Delaware, Bucks and Chester Counties)

The purpose of this Assistance Guide is to connect residents in southeastern Pennsylvania affected by the increasing cost of utilities with established programs throughout the state that have been designed to ease their financial burdens. The Guide lists information on many programs and agencies.
It begins with a description of the programs and services that are available throughout the state and continues with listings of local contact information and links to associated applications and income eligibility tables where applicable.
Many individuals and families in Pennsylvania are facing very difficult financial hardships due to our sluggish economy. If you are unable to pay your utility bills or are finding it increasingly difficult, reach out for help by exploring public assistance programs and call your utility company to find out about the services and payment options that they offer that might be of assistance to you.

Easy to Use Site Helps Public Locate H1N1 and Seasonal Flu Shots
United Way of Southeastern Pennsylvania has launched a new regional website geared towards helping families, individuals and organizations find up-to-date information on where to go for H1N1 and seasonal influenza shots and other critical news regarding the seasonal flu epidemics expected to hit the region.
The new website, found at www.LIVEUNITEDsepa.org/h1n1 includes features such as:
- An interactive 5-county map of reported H1N1 cases
- Flu shot zip-code locator
- Up-to-date information on H1N1 and seasonal flu
- Complete information on how influenza viruses are contracted
- Prevention information presented in a series of video shorts
The World Health Organization expects that within two years, nearly one-third of the world’s population will have caught the swine flu (H1N1). Concern about the severity of this influenza strain continues to be the subject of public discussions, government officials and school administrators. In May of 2009 the Centers for Disease Prevention and Control and the World Health Organization confirmed approximately 5,000 cases of the virus and 61 deaths worldwide. In less than two months, those numbers jumped to nearly 95,000 cases and 429 deaths. Today, the numbers of flu cases are over one million.
Recent reports have indicated that H1N1 flu shots will become available in the coming weeks. As the shots become available, United Way will continue to update the 211sepa site with information on where to go for inoculations.

Looking for Community Resources in Bucks, Chester, Delaware, Montgomery and Philadelphia Counties?
Search our online directory of health and human service programs to find resources like food banks (food pantries), emergency shelters, transportation, health clinics, rent or utilities assistance, legal help, and more. If you need additional assistance, you can also call 2-1-1 to speak directly with an Information & Referral Specialist. This is a collaborative effort of the United Ways in Southeast Pennsylvania, Montgomery County Community Foundation and NJ 2-1-1.
First Call for Help is where to turn for help
First Call for Help offers free, confidential information and referral services in the entire southeastern Pennsylvania region.
Sponsored by United Way of Southeastern Pennsylvania, United Way of Bucks County, the Philadelphia Council, AFL-CIO and the Tri-County Community Network, First Call operates three call centers serving the region.
Callers are assisted with general information and referral to hundreds of community agencies in the region. Examples of information that can be provided include: referral to financial assistance in emergency situations, information about domestic violence resources, referral to community organizations that host youth empowerment programs, referrals to free support services for single parents, and much more.
- First Call services for Philadelphia, Delaware and Montgomery Counties are available by calling 215-568-3750.

How Can I Get Recovery Money?
The federal recovery plan provides individuals, businesses and local governments with much needed aid in the form of tax credits, grants and financing - all designed to create jobs and promote economic growth.
The public will be able to monitor and provide feedback on how our federal recovery dollars are being used.
City summer and year-round youth programs
The City of Philadelphia has announced over 200 summer and school-year after school and youth development programs for the next year. The programs serve children ages 6 to 18 and are located in every neighborhood.
